Michelle Smira

Michelle Smira is well known for her innovative strategies and her ability to generate groundswells of political and public support for client objectives.

Under her direction, MMS Strategies has been at the forefront of major initiatives undertaken by the hospitality and health care industries, real estate, solid waste and transportation communities.

As the President of MMS Strategies, Michelle has specialized in public relations, coalition building and government affairs. Michelle has served as District Director to a United States Congressman and was the spokesperson and public information officer for the City of Elk Grove, then the fastest growing City in the nation.

In addition to representing local government agencies Michelle also represents the Water Forum and the Regional Water Authority on critical water issues. Michelle has twenty years of experience working on large scale development projects and management of Fortune 500 contracts. Clients include the Spanos Companies, Shorenstein, Kaiser Permanente, Sutter Health, McDonald’s Corporation, Hitachi Zosen Inova, Republic Services and the Paradies Shops.

Active in the community, Michelle serves on the Board of Directors for the Sacramento Tree Foundation, Sacramento Builders Exchange and Wide Open Walls. She is active in the Sacramento Metro Chamber of Commerce, North State Building Industry Association, Lambda Alpha and the Urban Land Institute.

Michelle is a Senior Fellow of the American Leadership Forum, Class XIV and a former member of the Sacramento City Planning Commission.

An alumna of Arizona State University, Michelle currently resides in historic Land Park, Sacramento with her husband and two young children.

Wesley Fagundes

Wesley currently serves as an account manager with MMS Strategies. In this position, she helps support a variety of the firm’s public relations and non-profit clients including the R Street Sacramento Partnership, the Regional Water Authority, Greater Broadway District and Republic Services 

Prior to joining MMS, Wesley was a field organizer for Senator John McCain. During this time Wesley organized events, coordinated grassroots efforts and worked with constituents throughout Arizona.  This unique experience gave Wesley an opportunity to develop expertise in event planning, media relations and community outreach. 

Wesley earned a Bachelor of Arts in Communications from Grand Canyon University. She studied abroad during her sophomore year in Rome, Italy, where she took courses in Intercultural Communication.  

In her free time, Wesley enjoys traveling, sipping wine and spending time with her family.  

Joan Borucki

Ms. Borucki has an extensive background in developing solutions to issues involving California political, legislative and executive branch policies and processes.  Joan has a wide-range of experience in recommending and implementing organizational/business process changes in infrastructure including water, energy, transportation,  

housing, asset management, building standards, telecom, planning, finance and research.  Her background is in working with state, federal and local political leaders to implement significant legislative and regulatory changes. 

Ms. Borucki is the former director of the California State Lottery, chairwoman of the California Unemployment Insurance Appeals Board, director of the California Department of Motor Vehicles, chief deputy director of the California Transportation Commission, and was a team leader for the California Performance Review.  Ms. Borucki served for over 20 years at the California Department of Transportation managing programs including: planning; budgets; new technology and legislative outreach.  She was responsible for executing the first federal revenue anticipation notes (Garvees) for transportation in California.  

Joan has a Master of City and Regional Planning, and a BA in Urban Planning & Political Science from Rutgers University.
